韩拟化学阉割偷窥者 系亚洲首个引入该措施国家 央视网消息：近年来，化学阉割成为一些国家对待严重性犯罪罪犯采取的一种惩罚措施。韩国是亚洲首个引入该项措施的国家。据韩国媒体报道，韩国国会近期正在考虑通过一项更严厉的法规，对利用隐形照相机或摄像机进行偷窥的性犯罪者也施行化学阉割。 近年来韩国偷窥现象不断增加。涉及隐形相机的性犯罪数量从2011年的1523例增至去年的5185例，占所有性犯罪的20%。 其实，早在2011年韩国就开始实施对儿童性犯罪者进行化学阉割的法律。法律规定，性侵16岁以下未成年人的成年罪犯，无论初犯还是重犯，都将被处以化学阉割。这也让韩国成为亚洲第一个引入化学阉割的国家。 2012年，多次对儿童实施性暴力的罪犯朴某成为韩国化学阉割合法化后，首例化学阉割对象。朴某自1984年至2002年间先后对4名未满13岁的南京夜网论坛女孩实行性暴力或性侵犯。 这一次，若新法案通过，只要犯人有再作案的可能性，犯强奸、强奸未遂以及偷窥罪的罪犯都将接受化学阉割。 【相关阅读】 化学阉割的是与非 化学阉割是一种药物控制法。用注射或服用荷尔蒙抑制性冲动和性幻想，但不会使人丧失性能力。韩国法律规定，犯罪者接受化学阉割的时间最长不超过15年。此外，性犯罪者在接受化学阉割治疗的同时，也将接受心理治疗。 目前，世界上实施这一措施的国家有美国、德国、丹麦、瑞典等，而韩国则是亚洲第一个采取这一措施的国家。不过，化学阉割在韩国也受到了一些质疑。比如，罪犯的内分泌腺功能受外力抑制，在药力失效之后是否能恢复正常功能，治疗是否会对罪犯造成永久的心理创伤，更容易因而心生仇恨，做出扰乱社会秩序的事情。 原标题：韩拟化学阉割偷窥者 系亚洲首个引入该措施国家
